Wrexham Council is pleased to announce that its first sustainable housing project at Heol Offa, Johnstown is nearing completion. This innovative development is part of the council’s commitment to addressing the growing demand for high-quality, energy-efficient housing.
The project, in collaboration with Gareth Morris Construction (GMC), features a two-storey apartment block comprising one-bedroom apartments. The apartments are designed to be accessible and adaptable, making them ideal for single occupancy or couples.
What is Modern Method of Construction?
Modern methods of Construction (MMC) refers to the technique of off-site construction methods such as mass production and factory assembly, which steers away from the traditional building methods. This process uses the latest construction technology, highlighting the council’s dedication to modern, efficient building practices
Work has been progressing well and is set to be complete by mid-2025, and future contract holders can look forward to moving into their new homes shortly thereafter.
To date, the installation of the windows and doors has been completed.

Installation of service battens which is a key part of the ceiling structure has progressed to plan and is now completed, alongside fire check boxes which are situated within the ceilings which will also include fire collars which will maximise the prevention of fire and smoke through walls and floors.
Electrical works have continued to plan, including the installation of a mist sprinkler system which is now complete. Alongside this, internal works have included plaster boarding, plumbing and installing a vapour control layer which will maintain the thermal efficiency and protect the insulation from moisture.
Externally, electric connections from the street mains to the meter boxes has been completed and work to install Solar Panels to the roof has started.
In the coming weeks, provided the weather cooperates, the construction project will see significant progress as the render is applied to the building’s exterior, marking a crucial step towards its completion.
This initiative is supported by grant funding from the Welsh Government, highlighting the importance of sustainable housing solutions in Wales.
Councillor David A Bithell, Lead Member for Housing and Climate Change said, “We’re thrilled to share that our building project is progressing smoothly and represents the council’s first venture into Modern Methods of Construction. We will keep you updated as we continue this exciting journey.”
