Positive Estyn Inspection of Adult Learning in the Community

A report on the Adult Learning in the Community Provision of the Wrexham and Flintshire Adult Learning in the Community Partnership has been published by Estyn.

The Inspection took place in May 2022.

Key findings were noted as:

  • The Partnership, established in April 2021, is well led and has strong support from both Local Authorities
  • Leaders set very high aspirations for the partnership, its leaders, the providers and learners
  • The vision for the partnership is ambitious, and reflects Welsh Government policies for community learning
  • There is a good balance and useful range of courses for adults
  • Learners make sound progress in their literacy, numeracy, digital and ESOL sessions
  • Many learners experience an increase in their confidence and willingness to go on to more formal learning
  • Tutors establish a good rapport with their learners
  • The Partnership has a realistic understanding of its strengths and areas for improvement
  • The NE Wales ACL Partnership would like to thank its lead providers and key partners including Coleg Cambria and Adult Learning Wales.

There are four recommendations from the inspection in relation to increasing opportunities through the medium of Welsh, tracking learner’s long-term progress, developing self-evaluation and improving the promotion of the partnerships provision.

Cllr Phil Wynn, Lead Member for Education commented commented “I am very pleased that the Adult Learning in the Community Partnership for Wrexham and Flintshire has achieved a very positive report from Estyn following its recent inspection.

“As a member of the Partnership, I have seen upfront the difference its work is making to the learners of Wrexham.  This is down to the close collaboration of all partners who have invested in developing extensive opportunities for Wrexham and Flintshire learners.  These in turn help learners to identify and develop the skills and knowledge that will give them the confidence to progress to further learning, jobs or training.

“I would like to thank everyone involved in the inspection, with the biggest thanks going to the learners themselves.’

Leader of Flintshire County Council and Cabinet Member for Education, Welsh Language, Culture and Leisure, Councillor Ian Roberts, said, “I welcome this recognition of Adult Community Learning and I am extremely pleased that the inspectors have noted the good progress being made by this valuable service in Flintshire. It is a credit to the hard work of all involved.

“This is a really pleasing report and everyone should be extremely proud of the hard work and dedication that has led to this achievement.  The report has noted the range of courses on offer and how learners are making good progress.

“We note the small number of recommendations for improvement but also note that the report recognises that the Partnership is well led, ambitious and has strong support from both local authorities.”
