    Wrexham Council Start Up Grant

    This is a grant to provide financial assistance for newly created businesses that are facing operational and financial challenges as a result of the COVID-19 outbreak.

    The purpose of the grant is to support newly created businesses with immediate cash flow support to help them survive the economic consequences of the Covid-19 outbreak. The grant seeks to complement other Covid-19 response measures to support businesses, social enterprises and charitable organisations in Wales.

    HOW TO GET A TEST IF YOU’VE GOT CORONAVIRUS SYMPTOMS

    The eligibility criteria for the grant is as follows:

    • Started trading between 1st April 2019 and 1st March 2020
    • Forecast annual turnover less than £50,000
    • Not in receipt of Self Employment Income Support, Non Domestic Rate Grant, Economic Resilience Fund
    • Businesses must be operating in Wales
    • HMRC Unique Taxpayer Reference (UTR) Number
    • Written correspondence confirming registration with HMRC
    • Have experienced a drop in turnover greater than >50% as a result of the Covid-19 outbreak between April and June 2020

    For further information on this grant please read the Start Up Grant Guidance Notes – this will ensure you provide the correct information and evidence when submitting your application.

    If you have read the guidance, are eligible for the grant and wish to apply please download the application form, complete all the requested fields and email to business@wrexham.gov.uk

    The Start Up Grant is open to applications until the fund is fully committed. Less than 100 grants are available for Wrexham business and applications are being dealt with on a first come first served basis. This may lead to applications not being appraised after they have been submitted if the fund is fully committed.

    Nine Acre Consultation re-launched today (20.07.20) It’s your chance to have your say

    We have re-launched our consultation on plans to put a school on Nine Acre Field.

    The proposals involve building a new school for around 315 pupils, along with 45 nursery places, and St Mary’s Catholic Primary School have previously informed parents it would like to move to the site.

    The consultation, which runs from Monday, 20 July to Sunday, 16 August, will give residents, parents, community groups and other interested parties the chance to have their say.

    HOW TO GET A TEST IF YOU’VE GOT CORONAVIRUS SYMPTOMS

    Latest figures on PHW dashboard

    You can keep track of the latest Covid-19 figures for Wales via the online dashboard provided by Public Health Wales (PHW).

    It provides a useful summary of data, including the number of confirmed Covid-19 cases in each area.

    Today’s dashboard shows 1,196 cases recorded in Wrexham since testing began…12 more than yesterday. However, PHW has made it clear that these are not new cases.

    They’re old (‘historical’) positive cases that were previously recorded as ‘area unknown’, because it wasn’t clear which part of Wales they belonged to.

    So these are not 12 new cases, but 12 old cases that could go back as far as April.

    Shielding in Wales to pause from August 16

    The Chief Medical Officer for Wales, Dr Frank Atherton, has confirmed people in Wales who are shielding will no longer need to after August 16.

    The change in advice means that from August 16, people in the shielding group will be able to go to work or school or go shopping, but they should continue to take steps to protect themselves.

    Garden waste collection charges will apply from August 31

    The annual charge for the garden waste collection service was originally due to be introduced back in April.

    It was suspended due to the coronavirus pandemic, but will now be introduced on Monday, August 31.

    Preparing to re-open the evening economy in Wrexham

    Following the gradual relaxing of lockdown restrictions and the excellent response from Wrexham traders and public alike we are now making plans for the re-opening of the evening trade in Wrexham as many pubs prepare to open beer gardens and outside spaces.

    Other premises are preparing for 3 August when it is expected they can open their doors to the public for the first time since March, providing Coronavirus cases continue to fall.

    HOW TO GET A TEST IF YOU’VE GOT CORONAVIRUS SYMPTOMS

    As with everything else following the Coronavirus pandemic, unlocking services will be done with public and staff safety in mind and we’ll be working with traders to ensure they can benefit from a different way of working whilst giving customers the service they expect.

    Not all will be open straight away and you are advised to check premises are open before you go as you may need to book a table and there may be a limit on the time you can stay. Social distancing will also be in place.

    We are also looking at some new ways of working in Wrexham High Street and are proposing to close it to traffic between 6pm and 6am (access to St Giles Church and emergency vehicles will be maintained at all times) from the Wynnstay to Old No 7 Bar and Grill and set out tables and chairs on the wide pavements so people can enjoy themselves whilst remaining safe outside and supporting local traders and give a cosmopolitan feeling.

    In order to do this landlords will need to apply for pavement (street café)licences and put in place safe practices such as security to make sure everyone stays safe.

    There’ll also be a table booking requirement with table service and social distancing in place.

    Drinking alcohol in public places in the town centre is prohibited, as part of the Public Space Protection Order, but drinking in licensed premises and within the boundaries of street cafés is permitted.

    Cllr Terry Evans, Lead Member for Economic Development, said: “This is a really challenging time for businesses and to help Wrexham re-open for business once again safety is everyone’s priority. High Street will look very different if the proposals go ahead and we hope visitors will return to the night time economy and support those businesses who have been very badly hit by the lockdown.

    “The town centre and Streetscene staff have worked really hard during recent times to put in measures to make sure the area looks good whilst keeping the safety of everyone in the town centre in mind and I would like to thank them for their commitment to the town centre. Council staff and North Wales Police remain on hand to help and advise and to make the High Street look different but ready for evening visitors.”

    “I’d also like to take this opportunity thank traders for their hard work and to encourage them to engage with us as we move forward with safely re-opening businesses in Wrexham.

    “Our message is that Wrexham is safely re-opening for businesses to trade and we have lots to do in the coming weeks and months to make sure it stays safe.”

    Wrexham Town Inspector, Vic Powell said; “I wish licensed premises the best of luck for their limited re opening. I ask that licensees ensure that arrangements are within Welsh Government and local authority advice and guidelines. Officers will be on patrol locally with officers from Wrexham County Borough Council’s Licensing and Trading Standards teams and will be paying attention to licensed premises for support and compliance. I would like to thank everyone involved in this re-opening for their planning and compliance with the regulations and legislation. I look forward to working with all our partners to ensure this re-opening is a safe and positive event.”

    £413,000 of funding approved for Active Travel in Wrexham

    We’re delighted to have had a successful bid to Welsh Government for £413,000 of funding from the Active Travel Fund.

    The funding will see long stand plans move forward to improve Active Travel at Heritage Way, Brymbo Link Road, Wrexham Industrial Estate and Mold Road Corridor and A483 junction improvements at junction 4 (Ruthin Road) and Junction 5 (Mold Road).

    What is Active Travel?

    The Purpose of the Active Travel Fund is to increase levels of active travel, improve health and well-being, improve air quality, reduce carbon emissions, connect communities and improve active travel access to employment, education and key services, destinations and public transport.

    At the present time only 10% of journeys to work, made by Wrexham residents, are undertaken by active travel modes (9% on foot and 1% by cycles) which is lower than the national average.

    Cllr David A Bithell, Lead Member for Environment and Transport, said: “This is excellent news and I would like to thank the Welsh Government for their support with the Active Travel funding and to our staff for their hard work in preparing such a successful bid.

    “We want to see more people leaving their cars at home and walking and cycling and Active Travel is key to moving this forward. There’s a lot of work to do but it’s very encouraging that we can now continue some of these major improvements progressing in Wrexham.”

    Council and Freedom Leisure sporting and leisure facilities – when are they re-opening?

    In order to re-open Council owned play areas, MUGA’s (multi use games areas) and football pitches safely we are currently undertaking risk assessments for each individual facility and looking at what signage needs to be in place.

    It’s important we re-open these facilities safely and we hope to be able to do as soon as we can and are allowed to do so – although there may be delays if the risk assessment identifies that further safety measures will need to be put in place before a facility opens.

    For all the outdoor facilities above there’s currently no re-opening date but we’ll let you know when this changes and when they will be opening.

    The indoor and outdoor leisure facilities operated by Freedom Leisure on behalf of Wrexham County Borough Council are also currently closed with no official re-opening date:

    • Queensway – including the athletics track

    At the moment we’re hoping to open children’s play areas and outdoor gyms on 24 July with appropriate signage in place.

    For all the other outdoor facilities above there’s currently no re-opening date but we’ll let you know when this changes and when they will be opening.

    In the meantime please follow all advice followed by Welsh Government and Public Health Wales to stay safe and to allow us all to keep Wrexham safe.

    Do you have an idea to help those who are isolated in your community? Grants available

    A popular grant-funding scheme is still operating and calling for people to apply for funding to help vulnerable or isolated people in their local communities during these unprecedented times whilst isolating/ shielding.

    The Community Inclusion Grant was created in 2012 to improve the lives of older people living in Wrexham. Due to the current pandemic restrictions there are a number of elderly and vulnerable people in communities across Wrexham who continue to feel even more lonely and isolated during the pandemic.

    A number of IPads were purchased out of the grant to support those who were identified as being at risk of isolating even further and being cut off from those who matter the most and a number of IPads have also been delivered to people in the community living with dementia. The iPads are a lifeline for them to contact friends and family and make them feel more connected at, what could be, a very isolating time.

    Thanks to the grant, libraries in Wrexham have also been able to give out iPads to people in the community who usually use the library services but due to the current closure and restrictions and a lack of technology at home, have been unable to access the digital offer.

    Vicky, Library assistant said, “I have had a lovely text from one of our library users to say she has already used the iPad to download E-Audio books, E-books and E-magazines.  The individual didn’t know that all of these were available for free from the library and told me that although they were in possession of a laptop, it was very cumbersome and only used it for online shopping, the iPad has opened up a whole new avenue of entertainment and opportunities.

    “She cannot believe that she has been so lucky to be given an IPad and said immediately that she has been so bored and fed up and disinterested in everything at the moment, and had not been out of her flat since 13th March because of her health issues. The lady was so excited when I gave it to her and couldn’t wait to have a go, I have felt like Father Christmas giving them out.”

    The panel usually meets four times a year to discuss applications. However, to ensure they continue to provide the grants the team are meeting virtually to discuss them.

    So far, the grant has supported an application to help the Portuguese community in Wrexham to remain connected whilst social isolating  and to help with online food shopping for people who may not have access to laptops/PCs or the internet. They have also provided grant funding to help the Penley lunch club to extend its provision as the demand for the provision of lunch from the Penley Rainbow centre has increased and they needed help to provide more food hot pots as well as support for the volunteers who deliver the food to the surrounding areas. The grant means that they can now extend the area in which the deliver to.

    Cllr Joan Lowe, Lead Member for Adult Social Care said, “This is a fantastic opportunity for community groups or individuals to receive funding to help them to run their projects or make their ideas a reality. It is especially important during the current crisis for us all to look out for each other and this grant focuses on those in our community who may be at most risk of loneliness or isolation. I would like to encourage any group or individual with an idea to get in touch with the team to discuss the funding further.”

    Funding, in the range of £200 – £2,500, is available to support the establishment and/or the sustainability of community-based activities that reduce social isolation and loneliness (with a focus on rural areas), by supporting people to retain or regain social connections and enable people to participate in their local community.

    Re-connecting isolated and lonely individuals not only has a positive impact on the lives of older and vulnerable adults in terms of their health and emotional well-being, but it also supports the community by gaining access to their economic and social capital.

    This year the Summer Reading Challenge has gone digital…and silly!

    Every year, the Summer Reading Challenge gives young readers the chance to discover new books with the added fun of collecting rewards along the way. Six books and three trips to the library gives you stickers and a medal and this year it is all about funny books, happiness and having a laugh!

    So, with libraries remaining closed for the time being, there is a new way to join in online that means you can keep track of the books you have read, read books reviews and this year your rewards will unlock games along the way.

    The Silly Squad!

    The Silly Squad is a team of animal friends who love to go on adventures and get stuck in to all kinds of funny books, and they are ready to have some fun with you.

    This year’s characters have been designed by the award-winning author and illustrator Laura Ellen Anderson, who wrote amazing reads like Amelia Fang and Evil Emperor Penguin!

    Cllr John Pritchard, Lead Member for Youth Services and Anti Poverty said, “The Summer Reading Challenge is a fantastic initiative. Even though it will be delivered in a slightly different way this year, it will still be lots of fun and encourage children of all ages and backgrounds to discover the joy in reading.”

    How can I get books?

    Wrexham Library has recently started a new click and collect service. You can order books through the Wrexham Council website and you will be given a date and time to pick up your books.  Please note, children under 12 must be accompanied by an adult.

    This could be the most important job you ever do – join the Contact Tracing Service

    Flintshire County Council, as the lead employer for the new North Wales Contact Tracing Service, is currently recruiting for tracing teams to be aligned to each of the six North Wales councils.

    These crucial roles have been developed as part of Public Health Wales’ Test, Trace and Protect (TTP) programme and will allow you to further play your part in defeating the pandemic.

    You will be aligned to one of the six North Wales local authorities, and required to deal with cases from across North Wales in the event of an outbreak or surge. Welsh language skills are essential for those working with colleagues in Ynys Mon and Gwynedd.

    Key features and responsibilities of the roles include:

    • Undertaking the initial interview of COVID-19 positive cases and/or contacts by phone
    • Identifying and following up with contacts and providing public health advice (where appropriate)
    • Ensure the timely and accurate recording of information from those interviews using systems provided

    We are looking for people who are:

    • Enthusiastic, positive and have an approachable manner
    • Passionate about exceeding customers’ expectations and delivering an outstanding customer experience
    • Great communicators, both written and verbal
    • Able to multi-task, prioritise, and manage time effectively
    • Due to the homeworking and online nature of these roles, you must be proficient in the use of Microsoft products, electronic systems and databases. If successful, you will be provided with appropriate equipment, training, on-boarding and induction materials.

    The roles will be as Business Support Supervisors (£34,788 to £37,849) Contact Tracers (£22,911 to £25,295) and Contact Advisers (£18,795 to £19,953)

    Hours are flexible including Evening and Weekends. You have the choice of either a fixed term contract to 31 March 2021 or flexible ad-hoc shifts, on a 7 day per week rota, which operates between the hours of 8am and 8pm. You must be able to commit to at least 12 hours a week for a minimum 12 week period.

    Overview of Test, Trace, Protect

    The Welsh Government has introduced Test, Trace, Protect to limit the spread of infection, trace the virus and protect our communities.

    Contact tracing is a tried and tested method of controlling the spread of infectious diseases. The aim is to protect the health of the public.  This is not about enforcement or surveillance.

    As lockdown restrictions are gradually relaxed, we will all need to take steps to protect ourselves.

    It works by:

    • Testing those who have symptoms, while they, and their households, self-isolate.
    • If the test result is positive, tracing people who have been in contact with the tested person, asking them to self-isolate.
    • Protecting the community, especially the most vulnerable.
    • If tests are negative and symptoms are not due to coronavirus, the person tested and their households can return to their usual routines.

    Council tax to be reduced by 75% for foster carers in Wrexham

    If you are a foster carer for Wrexham county Borough Council , you will now be able to get a 75% reduction in your council tax bill.

    The new incentive aims to encourage prospective foster carers who live in the Wrexham area to apply with Wrexham County Borough Council’s fostering team. This policy also makes becoming  a foster carer for Wrexham Council more attractive to potential foster carers and will ensure that local children are kept in the Wrexham area, which to many children is very important as Wrexham is where their home and family are as well as providing continuity in education, health and community.

    Will I be eligible?

    You will be eligible if you:

    • Have been approved to be a foster carer through the Wrexham council’s fostering panel
    • Have provided a foster placement for a child or young person  within the past financial year
    • Have offered generic or kinship fostering to a child or young person

    All current foster carers living in Wrexham will receive a revised bill with the 75% reduction applied.

    If you live outside of Wrexham County Borough you must send a copy of your council tax demand and the team will be able to process a 75% reduction which you will then receive the equivalent payment for this.

    “We need to recruit more foster carers”

    Cllr Andrew Atkinson Lead Member for Young People said, “We need to recruit more foster carers and we think this is a great way of doing it. It makes it more attractive as a package to be a foster carer for the local authority. I hope it will make people look at the council over perhaps a private agency and actually realise the other benefits the council offer as well.  It is about keeping Wrexham children in Wrexham which is incredibly important.“

    This new policy will assist with the recruitment and retention of foster carers and will reduce the number of children placed with independent fostering agencies outside of the county borough. It will also improve the outcomes for looked after children and reduce the financial and resource implications of children being placed in external provision and ‘out of borough’ placements.
