    Be aware of the latest scams – Stop, Challenge, Protect

    As we approach the winter months there’s still a lot of uncertainty about the cost of living and what help, advice and information is available that can be relied on.

    We’re detailing some things that we’re aware of at the moment that could cost you dearly in the coming months if you don’t Stop, Challenge, Protect.

    One-Time Passcodes

    We are aware of criminals contacting people by telephone/text to advise that they work for your bank and need your one-time passcode for one of the following reasons:

    • Process a fraudulent claim
    • Process a refund on your account
    • Stop a payment going through
    • Recover funds on your account

    Your bank will NEVER ask you for your one-time passcode, if you are asked for this by anyone, hang up as it is a scam.

    Romance Scams

    This is where criminals create fake profiles and use them to build a relationship with you to eventually ask you for money.

    Here are some top tips to protect you:

    • Do not send money, invest or share your bank account details with someone you haven’t met.
    • Never purchase gift cards/vouchers at someone else’s request as this can be a sign of a scam.
    • Never hand over copies of personal documents such as your passport or driving licence.

    Impersonation Scams

    This is where criminals convince you to provide personal and/or financial details pretending to be from Vanquis, a friend, family member, the police, your bank, a utility company or government department such as HMRC.

    Here are some top tips to protect you:

    • Never share your PIN or card details, a company will not threaten you for these.
    • Call friends or family members using another form of contact to check the request is genuine.
    • Call the company on a trusted number, like the one on their website or mobile app, not from social media or a Google Ad.

    We are also aware of criminals impersonating energy providers and the government to trick consumers into sharing their card or account details. These criminals are asking consumers to click on links to apply for discounted energy bills under the Energy Bills Support Scheme. This is an automatic discount and you don’t need to apply for it.

    Criminals are experts at impersonating people, organisations and the police. They spend hours researching you for their scams, hoping you will let your guard down for a moment. Stop, think and challenge. It could protect you and your money.

    Always ask yourself “could it be fake?” It’s ok to reject, refuse or ignore any requests. Only criminals will try to rush or panic you.

    Contact your bank immediately if you think you’ve fallen for a scam and report it to Action Fraud.

    £50,000 in City of Culture community grants available– APPLY NOW!

    It’s been a busy few months since our #Wrecsam2025 campaign where we came together at a packed Ty Pawb to see who would be awarded UK City of Culture for 2025.

    Unfortunately the title didn’t come our way and instead went to Bradford, who we are sure will put on a great year.

    One of the surprises of the night was an announcement that all runners up were to receive £125,000 to continue their cultural journey.

    During the course of our journey we learned a lot about Wrexham, the culture of Wrexham, and how culture can be utilised to benefit everyone in our community-so we were keen to announce that we would be throwing our hat into the ring to become City of Culture for 2029.

    Our aim is to once again put communities at the heart of our bid for #Wrecsam2029 through the co-creation of cultural activities and events, showcasing the unique and diverse landscape of the County Borough and celebrating our cultural journey and bold ambitions.

    A significant element of our bid for 2025 was the award of Community Commissions of up to £1000 for events and activities that outwardly showed positive support for our bid.

    53 small grants were distributed to businesses, community groups and third sector organisations who delivered a wide range of projects in support of our bid between January and May 2022. This in turn encouraged a broad range of people across the County Borough to engage with and feel pride in our collective ambition to become UK City of Culture.

    As part of our work to develop the cultural scene in Wrexham we are once again inviting community groups, businesses, and third sector organisations to apply for a grant to deliver cultural activity in the county.

    This time there are 8 grants available of £5000 each to deliver a project, event or activity that contributes to generating a sustainable and lasting legacy. This is in line with our cultural strategy for 2029, which is to host a Month of Culture in 2023, a Season of Culture in 2025 and a cultural programme for 2027 (dependent on bid result).

    We welcome applications for events, activities and projects to take place before 31st March 2023 that will celebrate and raise awareness of the bid, while showcasing Wrexham County Borough as an outstanding cultural destination. We welcome applications from organisations County-wide, ranging from Wrexham City Centre to the hills of Minera and the Valleys of Glyn Ceiriog.

    *We will also be working with AVOW to distribute £10,000 to smaller organisations who wish to bid for up to £1000 to host an activity/project – you can find out more by visiting their website 

    Cllr Hugh Jones, Lead Member for Culture at Wrexham County Borough Council said: “The purpose for once again running in the City of Culture competition is twofold. The competition will give us as a community a focus as we look to develop, promote and showcase our unique mix of culture and heritage to our local, and growing international audience. In developing and supporting our diverse cultural sector over the next few years, we will be in a great position to become the host region for City of Culture 2029 and bring in the many benefits and rewards that come with the prestigious title. These grants will show our ongoing commitment to the cultural sector in Wrexham, and I’m very much looking forward to seeing what’s produced

    Cllr Mark Pritchard, Leader of Wrexham County Borough Council said: “Looking back at the City of Culture 2025 campaign it’s hard to think of a time where so many community organisations and individuals worked together so closely to achieve the same goal. “We want to replicate and build on the great work our Wrexham community produced as we look to support and grow our cultural offering. Last month we officially became a City, I think this really shows the ambition we have for Wrexham. “Wouldn’t it be fantastic if in 2029 we could also call Wrexham the UK City of Culture.”

    In the spirit of ‘We Rise Together’, we are keen to see collaborations between well-established and emerging groups / organisations.

    The commissions will be administered by the City of Culture team at Wrexham County Borough Council and the allocation of commissions will be decided by a panel. Enquiries regarding the commission can be sent to wrecsam2029@wrexham.gov.uk.

    Completed application forms should be sent via email to: wrecsam2029@wrexham.gov.uk no later than 23:59 on Tuesday 25th October.

     Successful applicants will be notified by email week commencing 31st October

    To be eligible to apply, the applicant must be a constituted and established voluntary organisation, business or community group, and have a bank or building society account in the name of the organisation or have a host organisation willing to accept the funds on their behalf (payments will not be made to individuals). Applications from individuals will not be accepted.

     Application Objectives:

    Applications must meet at least one of the following Local Objectives:

    • Promoting Wrexham as the centre of trade & events in North Wales

    • Demonstrating Wrexham’s ambition to host events and activity of international significance

     

    • Celebrating Wrexham’s desire to be The UK “Capital of Play”;

    • Wrexham as the home of football in Wales;

    • Showing Wrexham as a leader in innovation;

    • Emphasis on Welsh language and heritage

    • Celebrating cultural diversity

    Applications must demonstrate reasonable costs for activity / value for money, and any expenditure must be substantiated in respect of all costs.

    Knife angel set to arrive in Wrexham

    Completed in 2018 The Knife Angel also known as the National Monument Against Violence and Aggression has toured the country, bringing with it an awareness of the consequences caused in our society by violence and crime – especially knife crime.

    Knife Angel artist Alfie Bradley of the British Ironwork Centre in Oswestry, designed the touring artwork to highlight the negative effects of violent behaviour and to solidify critical need for social change.

    The monument stands at 8.2m (27ft) tall, weighing 3.5 tons, and is made from over 100,000 seized knives and weapons collected from all 43 Police Constabularies across the UK.

    The Knife Angel will be located on Queens Square for the duration of its stay and will act as a stunning visual focus point for our work surrounding the visit that aims to address, inform and educate individuals and groups of the impact that knife crime and violence can have on communities.

    The monument is expected to arrive on the 4th of October with an opening ceremony held on Friday 7th October. The Knife Angel will stay in situ for the remainder of October.

    Wrexham Council, North Wales Police and the North Wales Police and Crime Commissioner Andy Dunbobbin have arranged for the knife angel’s Wrexham visit to coincide with a month-long awareness campaign. There are countless other important organisations involved in making sure that the visit is a success, and that we make the most of the awareness that the monument brings.

    There’s a common misconception that there’s lots of knife crime in Wrexham, and this in some cases can lead to a fear of knife crime. But Wrexham County Borough has seen a marked decrease in Knife Crime incidents over the past few years, and knife crime in Wrexham remains low.

    We aim to not only address the issues arising from knife crime and violence but also address any misconceptions and fears that people may have within our communities, and hopefully give them more confidence and reassurance that not only is the community of Wrexham a great place to live and work, but also a safe place.

    We aim to arm the Wrexham public with information on where they can report concerns or knife crime incidents, where further information can be found and address further concerns around knife crime

    Leader of Wrexham County Borough Council, Cllr Mark Pritchard said: “I would like to extend my thanks to Clive Knowles, chairman of the British Ironworks in Oswestry for allowing us to host the impressive artwork and also thank his patience over delays in the Knife Angel arriving in Wrexham over the covid period. I would also like to thank Cllr Terry Evans who in his previous role as lead member for Economy-Economic Development and Regeneration ensured that this visit took place. Finally I would like to thank the hard work of our many officers who have been working tirelessly to ensure a successful and worthwhile visit of the Knife Angel monument to Wrexham.

    Lead Member for Economy & Regeneration at Wrexham County Borough Council, Councillor Nigel Williams said:  “We hope that the arrival of the visually stunning knife angel will attract people to the city centre as they look to view and no doubt photograph the monument. “Events and activities throughout the month will give our multi agency partners the chance to share information and advice on crime reduction.

    Lead Member for Partnerships and Community Safety at Wrexham County Borough Council, Councillor Paul Roberts said: “During the month of October, the Knife Angel will be an impressive backdrop to the important multi agency work that we are doing behind the scenes year round to keep Wrexham safe.

    Superintendent Nick Evans of North Wales Police said: “We are pleased to welcome the Knife Angel to Wrexham as part of ongoing efforts to raise awareness of the devastating consequences of knife crime.

    “Knives are dangerous and there is no place for them on the streets of Wrexham. Carrying knives or other weapons do not keep you safe. By carrying a knife, you are putting yourself in much greater danger, and more likely to become involved in a violent situation and get injured yourself.

    “By working with our partners, we will continue to educate, enforce, and act on any information given to us to bring those involved in this type of offending to justice.

    North Wales Police and Crime Commissioner Andy Dunbobbin commented: “I am pleased to see The Knife Angel visit Wrexham.

    “The monument is a stark and powerful reminder of the dangers and tragedies caused by knife crime.

    “While offences of this kind remain thankfully low in Wrexham, it is important for us all to act to drive them down still further.

    “As part of this mission, I am grateful for the outstanding support shown by North Wales Police and Wrexham County Borough in working together for an even safer city.”

    Delivering safer neighbourhoods is a key priority within my Police and Crime Plan and initiatives like The Knife Angel are an example of how we can educate and share the messages that will ensure our communities remain safe and secure for all residents.

    Lean Culture empowers staff at Healthcare Matters

    An established local company has implemented a “Lean Culture” working environment and it’s proving to be very popular with staff as Lead Member for Economy and Regeneration, Cllr Nigel Williams, found out recently when he visited the company.

    Healthcare Matters, based in Pentre Broughton, specialise in providing goods and services to the care industry.

    They currently employ 46 staff and introduced the Lean Culture environment almost 12 months ago to enhance the service they provide and staff now feel far more engaged with a rise in job satisfaction rates.

    Adam Spiby, Director, said, “It was great to show Cllr Williams around Healthcare Matters, and explain how we’ve implemented a Lean Culture here to empower our team. We’ve found that since introducing this culture, we’ve seen greater engagement from staff, and the staff satisfaction survey results have been greatly improved.

    “We’re also operating a lot more efficiently and enhancing the service we provide to our customers. Nigel spoke to lots of our staff who were more than happy to show off the improvements they have been making”

    The Lean Culture approach encourages staff to air any frustrations they may have which shines a light on inefficiencies and waste within the business. It engages and empowers staff whilst also benefitting the company.

    It’s a cultural change which takes time and persistence to put in place but ultimately benefits staff morale, safety and customer service.

    Cllr Nigel Williams, said, “It was a pleasure to visit and speak to staff about their experiences of working in a Lean Culture environment. They certainly feel like a big part of the whole team and their views are valued and respected as a result.”

    Our climate change and decarbonisation survey is now open and we’re asking as many residents as possible to take part, so we can better support people in making energy saving choices across the coming years.

    There are also some great energy saving and carbon reducing prizes to be won. People who complete the survey and leave their email address will be entered into a draw, giving them the chance to win a bike voucher, slow cookers, air fryers, mobile phone solar chargers, and an annual pass to Xplore!

    The survey will be live until November 30 and only takes around 5-10 minutes to complete.

    “We’re hoping our survey can raise awareness of these issues, but it also allows us to learn a bit more about people in Wrexham, which will then help us to support them in making changes that can have a big impact. The survey will be live until November 30, and it doesn’t take long to complete, so please take part if you can.     Warm Places

    Recently, we announced that libraries in Wrexham will act as community ‘warm places’ in Wrexham – already existing heated spaces where people are welcome to come to get warm.

    Anyone who wants to can come inside to be warm and comfortable. Drop in sessions will also take place on select dates to offer support and advice.

    Council to set up cost of living working group

    Members of the executive board have supported the creation of a Joint Member/Officer Working Group on the Cost of Living Crisis, made up of 10 Elected Members and politically balanced which will be meeting within two weeks. The purpose of the group is to jointly support residents given the significant rise in the cost of living crisis.

    Leader of the Council Mark Pritchard and Lead Member for Finance said, These are very challenging times and I am pleased that we have set up this group. We will be making representations to UK and Welsh Government to lobby for financial support as part of the cost of living crisis and budget preparations for next year.”

    David A Bithell Deputy Leader and Lead Member for housing said, “Not only are we facing a housing crisis we are facing significant challenges with the rise in energy costs. We have been meeting with Welsh Government every two weeks which has just started and now is the time to set up a group with all members of the council via their respective groups to work together to try and support our constituents.

    “We are proactively working with Welsh Government to support and influence additional monies to local authorities during the winter period.

    The creation of a cost of working group to look at and support local residents in the key areas of:

    1. Benefit maximisation
    2. Reducing costs on energy
    3. Warm places (already rolled out) start from October 7 in all library’s
    4. Fuel poverty
    5. Winter pressures

    New dates announced: See the designs for major new Wrexham city centre attraction

    Plans are now progressing to build a brand new Football Museum for Wales alongside a fully revamped Wrexham Museum on Regent Street.

    The new ‘museum of two halves’ is going to be a major new national attraction for Wrexham City Centre, celebrating Welsh football, past and present, in all its diversity, alongside an enhanced, first-class venue for discovering the fascinating and eventful story of our region of north-east Wales.

    We’re now delighted to be able to share the latest design plans.

    There will be an opportunity to come and view the plans in person at Wrexham Museum, this October.

    Alternatively, you’ll be able to watch a online presentation of the plans, delivered by the design team.

    Open Day at Wrexham Museum

    The event will be an opportunity to view large scale, illustrated displays of the design plans for the new museums.

    You’ll also be able to speak to the project design team in person, ask questions and offer feedback and suggestions.

    This will be family friendly event. The new museums are being designed to appeal to visitors of all ages so we’d love to see as many children and families as possible coming along to come see the plans and let us know what they think!

    • The open day event will take place on Wednesday 26th October at Wrexham Museum on Regent Street.
    • There will be two opportunities to attend on the day. An afternoon session from 1.30pm-3.30pm and an evening session from 6pm-8pm. Everyone is welcome to attend either session – or both.

    Online presentation

    We’ve organised an interactive online presentation to take place on Monday 24th October from 6.30pm-8.00pm.

    During the event, the design team will guide you through the latest illustrated plans for the new museums, including the revamped public spaces, galleries and other new features of the building.

    You’ll also be able to see and hear about some of the planned exhibits and activities.

    You’ll be able to ask questions about the project during the event via the chat box. The team will try to answer as many as possible.

    • The online presentation will take place on Monday 24th October from 6.30pm-8.00pm.

    Public feedback has helped ‘inform latest design plans’

    Cllr Paul Roberts, Lead Member for Partnerships and Community Safety said: “The design team have been making great progress with the plans for the new museums so we’re delighted to offer this opportunity for the public to come and view the proposals up close, and online, and speak to the team in person.

    “Over 500 people took part in the public consultation last year. The feedback received has helped inform the latest design plans and we’ve also assembled a number of specialist and community focus groups who are working closely with us throughout the project.”

    “This is a huge development for Wrexham city centre which promises to attract new visitors from around the country and beyond so I hope as many people as possible will make the most of the opportunity to view the plans at this key stage of its development.”

    People are being fooled into believing their household waste is being disposed of properly at a registered site by unscrupulous people. They’re taking people’s money by promising to remove their waste responsibly then promptly fly tipping rubbish across the county borough.

    As householders we all have a “duty of care” to make sure that anyone we use to remove our rubbish has an official Waste Carrier Licence and you can check anyone out on the Natural Resources Wales website.

    Most legitimate companies will happily show you their Licence and assure you that they will dispose of it responsibly at a properly designated waste site.

    If they don’t have one then it’s very likely that your rubbish is going to be fly-tipped and if it’s traced back to you risk a fine of up to £5,000 and prosecution.

    Our officers can also issue the householder with a £300 fixed penalty notice as an alternative to prosecution.

    £2.6 million investment in new build social housing

    Thirteen hard to let and unpopular properties were demolished in Gwynant, Plas Madoc during 2018 as part of the estate re-modelling project. These vacant plots provided the sites for 11 of the 13 new build properties.

    The new properties include:

    • 4x one bedroom walk up flats
    • 2x two bedroom semi-detached houses
    • 2x three bedroom semi-detached houses
    • 3x four bedroom detached houses all on Gwynant at Plas Madoc
    • 2x five bedroom dormer bungalows on Glaslyn.

    The properties are all built to Welsh Governments design quality requirements, Lifetime Homes Standards and meet Welsh housing quality standards. They are light, bright and spacious, each house has off road parking and their own private garden with a patio.  Fibre broadband is available for connection by tenants and the properties also have solar panels and battery storage to support lower energy costs.

    The Estate re-modelling project at Plas Madoc has also seen approximately 400 non-traditional, steel framed cubitt properties, all of which are council owned, receive external wall insulation, making them more heat efficient, reducing fuel bills for tenants, as well as modernise their external appearance. A number of properties have also received new fencing and garden improvements alongside some other community led environmental improvements.

    The Estate re-modelling project has also taken the opportunity to pilot the re-modelling of a terrace of existing 3 storey properties to make them more tenant and family friendly, providing an increase in floor space, a garage for the property and an additional access point.

    This is the second phase of the council’s new build development plans, building on the success of the Nant Silyn site in Caia Park, which completed in June 2021 and was also delivered by Liberty. The Nant Silyn development was the first new development of council homes to be built in the area for 30 years.     Further work on four new build one bedroom apartments in Llay will complete in autumn 2022, to the rear of Tir Y Capel Sheltered Housing Unit. Planning permission is also in place for a further six, one bedroom apartments in Johnstown, it is anticipated work will begin in the new financial year on delivery. Further scoping work for future new build developments by Wrexham Council is also underway.

    Councillor David A Bithell Lead Member for Housing said: “With the Clos Nant Silyn build that was completed last year we set the standard for our delivery of quality homes to our residents, and I am happy that that high standard has continued into the Plas Madoc build.”

    Councillor Nigel Williams, lead member for Economy and regeneration said: “The work at Plas Madoc continues our commitment to provide modern, warm and decent lifetime homes for our tenants.”

    Leader of Wrexham County Borough Council, Cllr Mark Pritchard said: “Last year Wrexham Councils executive board approved the Housing Revenue Account Business Plan allowing us to invest £58.9 million into the Council housing stock of over 11,000 properties throughout the 2021-22 financial year. “I’m delighted to see this commitment of investment translating into tangible benefits to our residents.”

    The new properties have been funded via the Housing Revenue Account (WCBC) and Welsh Governments, Affordable Housing Grant.

    The project has been built by national property services business, Liberty, on behalf of Wrexham County Borough Council

    All the homes at Plas Madoc will be available for social rent once completed in late summer 2022.
